Enlight advances USD-3bn solar-storage project in Arizona

Israel’s Enlight Renewable Energy Ltd (TLV:ENLT) is moving ahead with its 1.2-GW CO Bar solar-plus-storage project in Arizona, advancing it into full-scale execution.
The company said on Monday it has completed the development stage after securing a 1-GW large generator interconnection agreement and power off-take deals for the entire capacity.
The CO Bar complex will be built outside of Flagstaff and will add solar generation and 4 GWh of battery storage capacity across five stages. Phase 1 will set up a 258-MW solar park with 824 MWh of co-located batteries and Phases 2 and 3 will add 480 MW and 473 MW of solar generation, respectively. The last two phases will envisage the installation of batteries only, of 1,600 MWh and 1,576 MWh, respectively.
The project calls for an investment of between USD 2.86 billion (EUR 2.42bn) and USD 3 billion. According to Enlight’s estimates, it will bring some USD 264 million-278 million from power sales in its first full year of operation.
Co Bar’s entire capacity is contracted by Arizona Public Service (APS) and Salt River Project (SRP). Most recently, a tolling agreement was signed with SRP for 3.2 GWh of storage capacity.
All five stages of the project were safe harboured in 2025. Its initial commissioning will roll out in stages from the second half of 2027 through the first half of 2028. Once fully commissioned, the complex is expected to deliver green power for over 215,000 Arizona homes.
